Posting. Not hiring.

I'm just wondering what other creatives looking for work think about agencies/companies that are always on the job boards posting for the SAME JOB. Like Laserfiche, Herbalife, Roll/Fire Engine and probably some I missed. Like for a year or so they've posted the same job. Senior Copywriter. What gives? Lots of talent out there. I almost find it insulting.
